The Clery Act 

The law is named for Jeanne Clery, a 19-year-old Lehigh University freshman who was raped and murdered in her campus residence hall in 1986. Jeanne's parents, Connie and Howard, discovered that students hadn't been told about 38 violent crimes on the Lehigh campus in the three years before her murder. They joined with other campus crime victims and persuaded Congress to enact a series of laws in 1990, which were originally known as the "Student Right-to-Know and Campus Security Act" and "Crime Awareness and Campus Security Act".


In 1998 "The Crime Awareness and Campus Security Act" was renamed the "The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act" in memory of Jeanne Clery .

The Clery Act requires all colleges and universities that participate in federal financial aid programs to keep and disclose information about crime on and near their respective campuses. Compliance is monitored by the United States Department of Education, which can impose civil penalties, up to $55,907 per violation, against institutions for each infraction and can suspend institutions from participating in federal student financial aid programs.

LUPD's Involvement with Clery Compliance

The Lincoln University Police Department (LUPD) is the office on campus responsible for the publication and distribution of this report in accordance with the Jean Clery Disclosure Act. 

Here are the main requirements that Lincoln University must fulfill to maintain compliance with this act:

  • LU must publish an annual report disclosing campus security and fire safety program policies and three previous years worth of selected crime statistics and fire data in student housing. An annoucement must be made on the availablity of this report to all faculty, students, and staff.  (Reports cover Jeff City Campus and Ft. Leonard Wood)
  • LU must make timely warnings to the campus community about crimes that pose an ongoing threat to students and employees.
  • Lincoln University Police Department must maintain a public crime log & fire log.
  • Follow approriate steps noted in Missing Person Notifciation Policy.
  • Campus must perform annual fire drills and a test of emergency evacuation procedures and notification.
  • LU must assure that basic rights are maintained for victims of sexual assault, domestic violence, dating violence, and stalking and that a written notification of these rights are made available to vicitms (Updates to Clery Act Effective on October 1, 2014, the Annual Security Report publishing date deadline).
  • LU must electronically submit the last three years worth of selected crime statistics and fire data to the Dept. of Education annually.

Lincoln University Police Department works closely with  Residential Life Student Health University Relations , and other various University groups, as well as other law enforcement agencies to compile the data necessary to meet compliance with Clery.
